Rp 1 million is per person, but it’s an approximation, and that’s the high end of what you might pay. It should be lower in many cases, maybe around 500k, especially if you’re traveling in a group, because like you said the ranger fees and possibly others can be shared between 1-5 people. It’s all very confusing and I wish they’d just go to a flat fee so it’s easier to understand. If you suspect a company of trying to overcharge you, I’d ask them how much they’re charging for the park fees and try to get a complete breakdown of the costs, if you can.
Most of the villages located in and around the park have few fresh water facilities available, if any, particularly during the dry season. Water quality declines during this time period and many people become ill. Businesses also take up large amounts of water for tourism uses, often getting a lower per-unit cost than locals. On Messah island, with a population of 1,969 people, there is no fresh water available. Fresh water has to be brought in jerrycans by boat from the mainland. The cost for each family for fresh water is Rp100,000 per month.

Slow boat is the cheapest option, and it’s commonly used for day tours, but you do waste a lot of time in transit because it’s just so dang slow. Speedboat is much faster and more efficient, but it’s quite a bit more expensive. It’s possible to knock out all the top sights of Komodo National Park (including the dragons) in one full day tour, or you can stay in a liveaboard boat and spend several days sightseeing!
